So much to unpack. The key issue (for me) was the indication for a possible re-start of the Keystone XL pipeline. Maybe that’s Carney’s “Trump” card, as he knows that the US is desperately short of heavy sour crude (for producing diesel, heating oil and jet fuel) and Canada has one of the world’s largest reserves. Venezuela will take years (and $billions) to get their infrastructure back to normal. Nothing is coming out of the Persian Gulf, heading for the USA, so Trump is desperate.
